[TI-70] Timew starts a new interval even if a current interval contains the same set of tags #75

Tomas Babej on 2017-03-14T14:55:32Z says:

After running:

$ timew start test1 test2
Tracking test1 test2
  Started 2017-03-14T15:53:37
  Current                  37
  Total               0:00:00
$ cat 
inc 20170314T145337Z # test1 test2

The second call should result to no-op:

$ timew start test1 test2
Recorded test1 test2
  Started 2017-03-14T15:53:37
  Ended                    47
  Total               0:00:10
Tracking test1 test2
  Started 2017-03-14T15:53:47
  Current                  47
  Total               0:00:10

but it does not and instead of that the interval is split:

$ cat 
inc 20170314T145337Z - 20170314T145347Z # test1 test2
inc 20170314T145347Z # test1 test2
