Add Jest actions for use with ES Task API #5064

In preparation to expose reindex capabilities, we need to be able to access the status of the long running tasks (to show progress) and also be able to cancel them.

related to #4958

add basic elasticsearch tasks api support to jest
added tests for tasks api actions

copied ElasticsearchRule and *Configuration to test code, to be able to customize
jest's http client with RequestResponseLogger for debugging

adapted other integration tests to use customized ElasticsearchRule

fixed encoding issue in RequestResponseLogger
