Assign analysts to chapters #71

In preparation for #62, analysts should be assigned to chapters and take responsibility for writing queries and adding them to the respective chapter's /sql/2019/ subdirectory. For the most part, analysts who triaged the majority of metrics for a chapter should be assigned to it. Since chapters have different numbers of metrics, analysts will be assigned in a way that tries to balance the total number of metrics evenly.
