NVENC Shows H.265 when not supported #1666

Description of the problem

When using nVidia GPU's is enabled for encoding, it shows H.265 as an available Codec, even if the hardware itself does not support it. In my case, a 750 Ti.

Steps to reproduce the problem

Download Latest Nightly, Enable NVENC encoding, Attempt to encode H265, See failure.

HandBrake version (e.g., 1.0.0)

Nightly 2018110401

Operating system and version (e.g., Ubuntu 16.04 LTS, macOS 10.13 High Sierra, Windows 10 Creators Update)

Windows 10, Version 1803 (Build 17134.376), Enterprise Edition

Error message text or screenshot

Simply Fails, no explicit error.

HandBrake Activity Log required (see https://handbrake.fr/docs/en/latest/help/activity-log.html)

H.265 with GTX 960 on NVENC is working fine here on 2018112001
