[Request] XVC video support #1673

Describe the change or feature you'd like to see added to HandBrake:

Currently HandBrake is not able to open videos encoded with the xvc codec. xvc was developed as an alternative to HEVC and AV1.
The source released under LGPLv2.1 can be found here: https://github.com/divideon/xvc

There is also a mirrored version of ffmpeg that includes xvc here:
https://github.com/perher/FFmpeg/tree/release/4.0-xvc
I asked J. Samuelsson if it is planed to bring this to ffmpeg, and he told me:
"We would be very happy to bring xvc support to official ffmpeg but we have not yet initiated that."

It would be nice if HandBrake would be able to open xvc encoded files.

(With some help of J. Samuelsson I was able to build a xvc supporting ffmpeg and nearly include this into my local HB build, but I still get a HB linking error at the end)

What version of HandBrake are you currently using? (e.g., 1.0.0)

Thanks for the request. We do not plan to integrate this before it lands in FFmpeg.
