Basically a check box like on https://ikouchan.tokyo/ib/lounge/ - but in case a checkbox is hard to implement, perhaps it should activate if user have the string "flag" in their mail field?
Also this should be optional to the flag system since some people may want to make flags forced on their boards, so maybe it can be implemented as another module instead of modifying mod_countryflags.php
