Going to merge this with this updated description:

Historically, Homebrew built packages written in Haskell using Cabal. Over time, this has suffered from reproducibility issues, and many packages no longer build from source. This project will improve Homebrew's Haskell formulae build experience by switching to a Stack-based workflow.

Expected outcome: Move to Stack-based build system for Haskell formulae.
Stretch goal: Help an upstream project to adopt the modern build system.

I'm not sure this is sufficiently scoped out/agreed by maintainers to be able to be a successful GSoC project. There's also several open PRs to address this already that make me think it may be completed before GSoC starts.
