Currently sudo brew services start <formula> would force UserName to be non-root in .plist file. This causes some formula services cannot run correctly, e.g. dnscrypt-proxy.

The associated code is in here. I intend to submit a PR. But frankly I don't understand what's the purpose for the current code.

brew services was abandoned by the original authors and is unmaintained. It will be removed from core soon.

I'm not sure if the code can be salvaged, but either way I encourage others to develop a replacement and maintain it outside of the Homebrew tree.
