Oops, this is the issue from #33141 we haven't fixed yet. You can work around this by installing the Xcode Command Line Tools (~150 MB download) with xcode-select --install.

I'm confused, isn't this under the purview of the apr-1-config Homebrew already substitutes?

No. It doesn't always work, there are too many different combinations of options one can pass to apr-1-config for us to reasonably wrap it without reimplementing the entire script.
