Role customization doesn't work on page reload and for subnavigation

Expected behavior:
When a role is customized, users who login with that role should see the subnavigation items in the menu for items they have permission to. Also, on page reload the custom role should continue to apply
Actual behavior:
Subnavigation menu items do not display, even if user role has been customized to have access to them. Also, on page reload any role customization for the logged in user is lost until the user logs out and logs back in.
Steps to reproduce:
Customize a user role to have capabilities other than the defaults for that role
Login as a user with that role
