Send post-goal checkin and troubleshooting at course completion

For Mexico we are going to change the post-goal question to appear on the SAME DAY as the course completion. We've already updated all of the course questions in Mexico to consider the needs of this scenario (e.g. no longer "how many days in the last 7 days" but rather "in the last 24hrs did you...").
Need to:

• Update the campaign so that the post-goal checkin is not sent 7 days after completing the course
• Add the post-goal checkin to the daily interaction algorithm

Edited the campaign template (https://docs.google.com/spreadsheets/d/1WALatHWWzZBNJSuwkC3y_zcYg-w2HUaBWZHzq04xBtE/edit#gid=704589409 to be moved to the official spreadsheet with delivery templates) to accept an offset as argument (set to 7 days for other user experiences) which is set to 0 to account for this case:

Need to remove the introductory message (WA template) as it is not needed when the message is sent directly after completing the course --> in goal_completion_data have "handler_wrapper - postgoal_checkin" directly instead of "post_goal_checkin_wrapper"
