Created a hierarchy of ontology module types.
This can be used for injecting ontology header axioms in
tools such as ROBOT, see ontodev/robot#6

This is also useful for the atomic module proposal
see INCATools/ontology-development-kit#50

Unclear if IAO is the best home for this, see information-artifact-ontology#35

Some ontologies provide base, some do not.

For now we can hardcode the list in the generator script. If a dependency is passed, and the ontology is known to have a base, then we can switch to using this to build the import

eventually this could be pulled from the OBO central repo
