There are currently no plans to add check_http for Windows, so I removed the http_vhosts from the default Windows config.

I installed icinga2 2.3.3 on windows using the package from http://packages.icinga.org/windows/Icinga2-v2.3.3.exe, but check_http still seems to be missing on Windows for some reason...

The check plugin does not exist on windows, and won't be implemented. The windows configuration was updated accordingly, make sure to apply these changes to your configuration as well.
