Set client timezone on DB connection #3525

Expected Behavior

When connecting to a database with timezone-aware columns, client (browser) timezone should be SET on the connection to make the database aware of the correct target timezone.

Current Behavior

This is not the case. For example some problems in the Director can be tracked down to this. Will be solved by SETting time_zone / TIME ZONE in the module itself, but that's not where it belongs to.

DbConnection: Set current user's timezone on the connection
