Dimensions dragging would scroll the viewport unintentionally

Description

When trying to drag and drop chips, the viewport would scroll down and eventually hide all contents above the grid. In the particular sample scenario, it's the navbar on top of page, making it unable to revive.

Steps to reproduce

1. Open the pivot dev- sample
2. Attempt to reorder dimensions by dragging a chip
3. Observe how the whole viewport scrolls
