IgxGridToolbar - The columnToggle event is not fired.

Describe the issue.

• igniteui-angular version: 13.0.906
• browser: Chrome (98.0.4758.102)

Steps to reproduce

1. Launch the attached application.
2. Click the hiding icon in the Grid Toolbar.
3. Click on the ID checkbox to uncheck it.

Result

In this case, the columnToggle event is not fired, so no log is output to console.

Expected result

The columnToggle event should be fired and the coded log should be output.
