Fluent Input uses box-shadow instead of borders

The current fluent theme for the input group uses box shadow to implement the focus and hover states, which defers from the [reference design](https://developer.microsoft.com/en-us/fluentui#/controls/web/textfield).

We should ensure that the design matches the reference design as close as possible.
