NVIDIA's Apex has been deprecated in favor of PyTorch AMP (see example https://discuss.pytorch.org/t/apex-amp-with-torch-cuda-amp/132198).
This PR migrates the LM training script to PyTorch AMP. Updates were done to imports, model initialization, and the
train_stepfunction.
