Google Engineering has requested that I throttle back the request frequency when hitting the Issue Tracker API to less than 20 requests per second.

I have experimented locally with utilizing technoweenie/node-chain-gang to do so. It works well for the "unauthenticated" and "authenticated" scenarios (using the PhantomJS example scripts) but it dies quickly when using the PhantomJS "honoring privacy", likely due to a memory leak on either my side or in Chain Gang... not sure which.
