Since we don't declare a hard dependency on ActiveRecord, only issue a warning. This allows several Railties unit tests to succeed when ActiveRecord is disabled as a framework.
Okay! So, we took out hoe, and moved to all of bundler's tasks. Some notes: * ARJDBC_VERSION is now used to control the version of everything. I couldn't quite get 'rake all:build' to rely on 'rake build' properly, so you gotta run both right this second. Laaaaame. * All adapters are now at the top level. * Jars are now included in the repo, because we have to.

Also throw a real exception for general connection failure. Fixes #19.
