make ChainRules Documenter Theme available?

I love the documenter theme for this package, the blue color gives much better contrast comparing to the original light gray color on the navigation panel, and the theme makes use of many other things (like Julia Mono etc.)
so I kinda copied the SCSS to other packages of mine, but I feel evil copying it and it's hard to acknowledge the original author (which I think is @oxinabox ) by copying it. So I think it would be nice if the theme can be split out as a single package for Documenter.

This theme has been around the block a few times.

• It was originally the Invenia theme for a very old version of Documenter (I think by @iamed2). That is why it has so much blue.
• I fiddled with it a bit to get it on a newer version of Documenter and strip out the logo and a few other things
  - @simeonschaub did a ton of work on it so that it works with Documenter's themes (once documenter added themes), I think it might be mostly written by @simeonschaub at this point.
  - @cormullion changed it to JuliaMono (which had been on my todo list for ages because of hte amount of unicode these docs use)

I have no idea how hard it is to extract it into a theme but if you wanted to do so I would be happy to see that done.
Would also be useful because we could get ChainRulesTestUtils.jl and FiniteDifferences.jl to have the same theme.

I think having it in JuliaDiff makes sense, because of the people who will need access to it.
And we can just put into the Descripotion "the documentor theme for the ChainRules project"
