Release 2.8.0

I'm thinking to release 2.8.0 this week. This will drop support for Julia 1.0 (LTS), 1.1, and 1.2, so I had been thinking of waiting until Julia 1.6 was released. But perhaps it would be better to release sooner, so I'll do it tomorrow perhaps.

That would be great.
I wander if those who use julia 1.2 will stay in the v2.7 after they do Pkg.update. I think it should be and the Project.toml will take care of all this. If so, releasing 2.8 is harmless.
