This fixes invalidations from loading JuliaData ecosystem packages (CSV and DataFrames). I can't remember if it's these changes or some I'll submit to Base shortly, but the invalidations fixed include
Base.requirewhich tank package load time. It's possible that accounts for the outlier noticed in JuliaLang/julia#47184 (comment), CC @giordano.
