Better docs for static_parameter

In the AST documentation, the only info given is

Reference a static parameter by index.

We should probably add something like

"The static parameters for a MethodInstance can be found as mi.sparam_vals"

Hi @oscardssmith , FWIW the doc you suggest makes me think a method have a :sparam_vals field. But e.g.

julia> methods(getproperty, Tuple{NamedTuple{(:x,), Tuple{Float64}}, Symbol})
# 1 method for generic function "getproperty":
[1] getproperty(x, f::Symbol) in Base at Base.jl:38

julia> ans[1].     #<TAB>

I've run into some trouble with :static_parameter, so I'd appreciate any additional documentation that can clear this up.
