Docstring of `vect` refers to undocumented `promote_typeof`

Since promote_typeof is neither documented, nor assigned a docstring, it's hard to understand what the eltype of vect should be, and if this may change in unpredictable ways.

From the name you can guess the observed behavior will be like

promote_typeof(args...) = Base.promote_type(map(typeof, args)...)

I.e., like promote_type, but calls typeof` on the arguments first.

That's true, but ideally, docstrings shouldn't require guessing. E.g. from the name vect I would have thought that it creates a vector with the elements provided, but apparently it promotes the types as well, which wasn't obvious.
