Add type stable `selectdim(x, ::Val, ...)` overload

This has come up a couple of times, most recently at https://discourse.julialang.org/t/type-stability-in-function-involving-selectdim/85009. Since selectdim is often used on/near hot code paths as a higher-level view generator, the downstream impact of any instability can be significant.
