The package load failure is because we are currently limited to an older version of Ipopt that doesn't load. We will fix this down the road, but for now I would prefer to just merge as is as things work on Windows.

We have used the name for a long time in my community, and at this point it is just an artificial moniker, so I would also like to keep it.
