Package installation with "-y" from command line does not work for URL or file

For http URLs, as a quick workaround, set the KLAYOUT_ALWAYS_DOWNLOAD_PACKAGE_INFO environment variable, i.e.

$ KLAYOUT_ALWAYS_DOWNLOAD_PACKAGE_INFO=1 klayout -y /path/to/grain.xml
