Implement the support of the new Synapse PostgreSQL backend:

Add radio buttons to choose which backend to use
This adds radio buttons so the user can choose between the backend
using the CS API and the backend for the Synapse PostgreSQL backend.
Make the UI usable with both backends
This improves the usability of the UI with both backends by hiding
UI elements which are useless when using one of the backends and
name better the buttons according to what they actually do in a certain
