The babel jslexer was missing a couple of js operators.

I noticed this while upating the jsx linter when it failed to correctly
parse these operators and instead skipped over them.

Test Plan:
Edited intl/ by adding the following line:
print "type %s value %s" % (token.type, token.value)
Saw with unit tests in intl/ that it was now including === and
? when parsing js that have those operators in it.
