Seems everything is OK on exporter (check on https://gltf-viewer.donmccurdy.com/ / https://github.com/donmccurdy/three-gltf-viewer/releases )

Importer failed. Probably linked to #349

Your armature object has not default rotation / scale. It's always a bad idea in Blender
Seems applying rotation/scale before exporting solved (at least partially) the problem.

Continuing investigation...
