Publishing doesn't detect modified local/removed remote conflicts #1832

Short Summary

Komodo isn't properly detecting a certain kind of conflict state. Remote removed, local edited. I think this is pretty sever since it could very easily result in a users data being deleted and the user never knowing it.

Steps to Reproduce

  • Setup a publishing config
  • Setup the following state
    • Remote file has been deleted
    • The same file has been modified locally
  • Open publishing dialog

Expected results

There should be a conflict indicated on the file stating that the remote file was removed but the local file was edited.

Actual results

Komodo says it's going to download the removed state.
