SCC: When there is no file open, Version Control widget should fall back to project. #2124

Short Summary

Title.

If you have no files open you don't get any information on your project in the Version Control widget. You shouldn't have to open a file to get. Should go, File > Project > Places root to get context.

I thought I had designed it to do this, apparently not (or it's breaking).
