Update the abbreviations files with language field.

Short Summary

Looks like I missed updating existing tools. I have a local patch for this for 11.1 on branch 11.1. I've fixed the upgrade code that adds this on toolbox load so it will fix the new formatted tools in 11.0.1

QA: Confirm that all items under Abbreviations in the toolbox have a language property set properly, related to the folder structure they are in. Also try triggering cmd_expandAbbrev in an appropriate file to get a particular abbrev. Eg. look for an abbrev in the Perl folder and try to trigger it in a Perl file. Be sure to check this on a variety of languages.
