This is rendered incorrectly. It should be rendered exactly as written in the imported CSS file.

This same problem occurs with animation keyframe specifications.

@-webkit-keyframes fade {
    0%   { opacity: 0; }
    100% { opacity: 1; }
}
@-moz-keyframes fade {
    0%   { opacity: 0; }
    100% { opacity: 1; }
}
@-ms-keyframes fade {
    0%   { opacity: 0; }
    100% { opacity: 1; }
}

I want to include them in a scss file, but PyScss strips out the outer curly brackets.

You can see a similar issue regarding these sort of directives used from mixins at sass/sass#46
