Describe the bug
Link limit in messages applies also for mods and admins on the first message of a topic

To Reproduce

1. Set in the configuration -> security a low value for Max Links in message
2. Login in the frontend as admin or mod
3. Create a new topic and add more then allowed links
4. Click on Submit

Expected behavior
The message should be published (this limit applies not for admins and mods).

Actual result
You have too many links in your message, please decrease them!

Additional context
This problem occur only if you create a new topic. Not at Reply or Edit.
