Makefile: fail more loudly if python is missing
Based on mailing list reports, it's not obvious when liblitmus fails
to build due to a missing Python installation (as for instance the
case in a default Ubuntu 16.04 LTS install). Make the error a bit more
prominent.

read_mapping() breaks on NR_CPUS not div by 32
This patch fixes a bug in read_mapping(), which is used for
reading CPU and cluster (domain) mappings. read_mapping()
did not account for the case when NR_CPUS is not evenly
divisible by 32 (quite common when NR_CPUS < 32).

Remove invalid CPU parameter test
The LITMUS^RT kernel was changed to no longer test for "invalid" CPU
paramters to allow reuse of the CPU parameter to denote virtual CPUs,
reservations, etc.

This patch removes the corresponding test.

Switch NP flag format back to 32 bits (uint32_t)
This matches the corresponding change in the kernel.

Pull fpmath.h for use in liblitmus.
Branch litmus-rt/prop/robust-tie-break added fpmath.h for fixed-point
computations. Updated Makefile to pull this header from litmus-rt
so it may also be used in liblitmus.

test case: reject infeasible densities
Add a test that makes sure that the kernel does indeed not accept
infeasible densities.

fix header detection on ARM
The ARM port uses <litmus... instead of "litmus..., so let's use egrep
with a proper regular expression to reliably find the line that includes
the Litmus system calls.
