计划将 BotCommandProcess 类的 Report 功能（用户报告功能，涉及方法：report，isReported）和 NoSaft（不良内容检查，涉及方法：isNoSafe）功能从BotCommandProcess中分离，这将有助于降低各类对 BotCommandProcess 类的耦合性（即使耦合性较小）和分离与命令处理关系不大的功能。
（预计该改动有利于项目后续所计划的重构。）
