This pull request updates the documentation for the AI Root Cause Analysis feature to clarify terminology and expand the scope of intelligent targeting rules. The changes improve the accuracy and usability of the documentation, especially around how targeting rules can be configured and applied.

Documentation improvements and feature clarification:

• Renamed "Always failing" to "Consistent Failures" for analysis scope options to better describe tests that have failed in all of their previous 5 runs.

Expansion of intelligent targeting capabilities:

• Updated targeting rules to allow inclusion of "projects" in addition to tests, builds, tags, and jobs, making it possible to target specific projects for AI-powered analysis.
• Added "Project Names" as a new category for targeting rules, enabling inclusion or exclusion of tests from specific projects using regex patterns.

Clarification of rule logic and examples:

• Clarified cross-category logic to include "Project Names" in the list of categories that must ALL match for include rules.
• Provided new examples demonstrating how to use "Project Names" in targeting rules, showing how to include or exclude projects for more precise analysis.
