Add developer tools API #330

The developer tools hooks are currently created by adding the LaxarJS developer tools widget to an application. Instead, the presence of a special configuration key and/or the presence of a LaxarJS developer extension should trigger setup of the tooling hooks from within LaxarJS core.

Implemented on master-1.x (v1.3.0).

Upgrade Information

An API for developer tools is now provided if the configuration tooling.enabled in the LaxarJS application is not set to false. Developer tools now have access to information about the application events, logs and structure of the pages.

Additional information: developer hooks can be disabled completely (#378) by setting tooling.enabled to false in the LaxarJS configuration (usually the application.js).
