one-off scrolling mouse wheel will not give any effect on MAC OS X (Safari, Firefox maybe others) because delta equals 0.1. With continuous scrolling the mouse wheel delta is greater than 1

What sort of mouse are you using?
On a macbook air with the built in touchpad I can do a scroll gesture that doesn't result in a zoom, but only when I do a really small scroll, not one that I'd expect to zoom.

I believe this line is the cause https://github.com/CloudMade/Leaflet/blob/master/src/map/handler/Map.ScrollWheelZoom.js#L40
But I'm not sure if it's really worth fixing. We can do ceil if delta < 1 and round otherwise instead of always round.

I use MacBook Pro with usb mouse (not apple)
Small scroll on touchpad or 1-3 wheel action doesn't performs zooming

Math.ceil(0.1) = 1; //for delta > 0
Math.floor(-0.1) = -1; //for delta < 0
