WMS URL uppercase parameters

Some WMS servers only accept requests having upper case url parameters. It would be nice if leaflet could allow that, at least optionally.

Thanks! Fixed it as you suggested. I guess this only affects some old WMS servers, since the spec clearly states that the option names are case-insensitive.

This is a breaking change for case sensitive services that expect lowercase keys. See proposed fix on pull request #2831.
