Option to disable zoom effect when reached max or min zoom level

On multitouch device, when reached max (or min) zoom level, pinch zoom displays zooming effect and bounces back. There could be option to disable zoom effect after reaching max or min zoom level.

I like this idea too. I submitted a pull request to OpenLayers with a similar change and might look at how to do it in Leaflet as well.

Here's an override of the current Leaflet library that can be used to do this:
