Paladin Reckoning procs prevent "chance on hit" effects from proccing #1134

Just like the title says, reckoning procs cause thrash blade or fiery enchant and other "chance to hit" effects to never proc.

I have a thrash blade with fiery enchant and also poisoned from the raptors in un'goro and none of them proc, ever.

I can confirm I have never seen Ironfoe proccing on Reckoning.

Edit: You would expect the effect to still occur on the first white hit, even if it cant proc on the extra attacks added from reckoning but this isnt the case. It just wont trigger at all if you have reckoning stacks, which means speccing into this talent means less overall procs.

Oh now it makes sense why Hoj never proccs with Reck. Thought i was just very unlucky

on vanilla retail there was no "chance on hit" throttling whatsoever
