As per a wowhead comment from September 2006, Ancient Hakkari Manslayer is supposed to "double dip" on spell damage, scaling 100% for the damage portion, and then scaling another 100% for the healing effect.

So if you have, say, 200 spell damage, the base proc for 48-54 damage will become 248-254, and then the heal from it should be 448-454.

But as far as I can tell, it is not doing that; it just heals you for the same amount as the damage, there's no spell power scaling on the healing portion: https://puu.sh/CDUZr/60d07d9bc1.png

That same comment from September 2006 also says the following:
"(i.e. if you have 400dmg/heal this axe will proc for 448-454dmg, and heal you for that much as well.)"
So the comment says it should heal for as much as it did damage.
