Slowing enemies while fleeing. #1321

Enemies are immune to slow effects once they have entered a fleeing state. Using a spell to slow an enemy (frostshock for example) only slows enemies if you use it before they flee, once they are fleeing and you try slow them the spell effect is applied to them but their run speed is not effected.
