Define language for review comment annotations

For any kind of collaboration, it's very helpful for reviewers to attach their remarks directly to their context -- think of the blue speech bubbles in the right margin of a Word document.

Maybe publish this as a default example language? Review process tend to have differing concerns, so it's probably better for projects to come up with their own language - with a good example language being a fine start.

I was thinking of the com.mbeddr.mpsutil.review language that is rendered in a special way (speech bubbles in the right margin). It could work similarly as derived languages: There's a common base, but everybody is free to create specialized sub-languages.
