Add LIP for using full sha256 hash of block as blockid #26

  • Add a new LIP that specifies to use the SHA256 hash of a block as the blockID
  • Change the status of LIP 0010 to Withdrawn

Add the specification how the `previousBlock` property should be encoded
for the first block that uses the new blockID format (the previous
block still uses the current blockId format).
