Base tx timestamp on last forged block timestamp #1277

Description of the problem

We have a considerable amount of users experiencing timestamp errors on windows machines, due to incorrect system time settings. Txs with timestamp ahead of the real current time get rejected by Core.

Suggested solution

We should consider the possibility to somehow prevent this, for example, getting the timestamp from the last forged block.
