This is a subtask of #1831.
In this task, it should not be available to end users yet (e.g. set some local storage flag). There will be a final task to enable it.

The goal is to adjust the first step of send process so that it can accept BTC transaction data (Can be a separate URL: /wallet/send vs. /wallet/send/btc)

There are follow-up tasks for the next two steps of Send BTC.
